Prime Minister Narendra Modi is on TIME's most influential people on internet for the second consecutive year. It describes the Indian leader as an "Internet star" who often uses social media to conduct diplomacy. 

It mentions Narendra Modi's unconventional announcement on Twitter of his visit to Pakistan the previous year while naming him among 'The 30 Most Influential People on the Internet' in this year's unranked list. It said that contenders' global effect on social media and their overall ability to drive news were analysed.

The President of India, Shri Pranab Mukherjee inaugurated the 5thEdition of ‘India Aviation’ today (March 16, 2016) at Hyderabad. 

Speaking on the occasion, the President said India is at the threshold of taking a major leap in the aviation sector. ‘India Aviation’ 2016 is well timed and resonates well with our latest policy initiatives of ‘Make in India’, ‘Stand up India’ and ‘Start Up India’. It is for global giants to seize this opportunity and take the lead to forge long-term partnerships. He expressed hope that this platform will usher a new era in strategic partnerships and collaboration in the Indian civil aviation sector enabling India become a hub of world class aerospace technology and services. 

The President said Indian civil aviation market is growing at a rapid pace and now ranks ninth in the world. It is estimated that by 2020, India would be the third largest civil aviation market. With a network of domestic and international airlines connecting 40 countries, Indian airports handled passenger traffic of 190 million persons in 2015. Yet India is one of the least penetrated air-markets in the world with 0.04 trips per capita per annum as compared to 0.3 of China and more than 2 in the USA. The development of tourism, trade and travel has contributed to increased passenger traffic in India. By 2020, total passenger traffic in India is likely to touch 421 million. It is time for the government and all stakeholders of the Civil Aviation Industry to leverage this tremendous business opportunity. 

The President said the civil aviation sector of India is poised for a faster and sustainable growth with the development of 100 smart cities; new economic corridors; more than 50 new airports and expansion of existing airports. The government is planning to invest over 120 Billion US$ in the development of airport infrastructure and Aviation Navigation Services over the next decade. The deeper air penetration to smaller cities; better connectivity to North Eastern part of India and higher disposable incomes of the middle class of India is expected to further propel the growth of Indian Civil Aviation Industry. 


Double-digit growth in current global scenario impossible with pending reforms: Jaitley

Finance minister Arun Jaitley today said that double-digit growth in the current global environment would prove difficult for India, but said if pending reforms were addressed, it would have the necessary economic impact. Speaking at a media conclave in New Delhi, Mr. Jaitley said it was important to aim higher and continue with reforms to get the desired results. Mr. Jaitley said, he had been saying that agriculture has the most potential, adding that a sustained focus on eastern part of India as a region and agriculture as a sector can deliver double-digit growth in India. He said manufacturing sector growth can be stepped up now that wages are rising in China, the global industrial powerhouse. But for that domestic reforms are needed, he added. He specifically listed the proposed pan-India goods and services tax (GST) regime right upfront and said but for one party all the rest were supporting it. Mr. Jaitley also said that Vijay Mallya case is pending in court and every government agency is going to take strong action wherever he has violated the law. He said, Banks are going all out to recover every penny that they have given to Mallya. He also said the government has been trying to address the problem of NPAs in sectors like steel, textile, highways and infrastructure, which are on account of economic slowdown. He further said the immediate job of the government was to make sure public sector banks remained strong. "So I am trying to recapitalise banks", he said.  



Police Recruitment will ease the job of the Personnel

The process of recruiting police personnel has been set into motion in the state. Already we have recruited about 8,000 new police personnel. 8,000 more are being appointed shortly. 450 to 500 new sub-inspectors are also being recruited by the home department," said state home minister, Dr G Parameshwar.
Addressing a press conference organized at the newly built police station at Dharmasthala, Parameshwara said  that to fall in line with the national average, Karnataka should have had a police force of around a lac. But we have only 75,000 police personnel as of now. Because of this adverse situation, people in police department are working under tremendous pressure. To bring down this pressure, we have started to recruit police. Dakshina Kannada will get 24 new district armed reserve police and ten civil police personnel," the minister revealed.
The minister confessed that his attention has been drawn towards lacunae in the functioning of Karnataka Police Complaints Authority and said that has already held discussions with police top brass, and everything is being set right now. 40 new police stations have been allotted to the state, and we will get a clearer picture about the actual number of police stations sanctioned once the state budget is presented. We are setting up exclusive women's police stations in each of the districts. We are making sure that outside interference is avoided in police officers transfer and no one is allowed to meddle with the departmental discipline," the minister explained.
Parameshwar revealed that 40 acres of land has been sanctioned for building a new district prison at Mangaluru. He said that he is aware of the problems created because of installation of jammers at the prisons to block calls through cellphones. At the same time, jammers will become purposeless if their coverage is restricted. He hoped that this problem will get solved once the new prison building comes up.
Dr Parameshwar noted that the policemen from the state earn  less and work more as compared to their counterparts in the neighbouring states. "The government has thought of building 11,000 residential quarters for the policemen. Out of them, 3,000 houses have already been built, and 4,500 more are being built this year," he stated.
The minister said that the police personnel find it impossible to get rented houses within the limits of their salaries. "Therefore, the government has given impetus to the scheme of providing housing to them. During the last year, there has been a notable decline in incidences of crime in the state. Karnataka police are looked upon with respect elsewhere in the country. We understand that modern systems need to be installed for early detection of modern age crimes," he observed.
Parameshwar claimed that efforts are being made to see that police department works in a people-friendly manner, and that police stations keep organizing programmes to bring the policemen closer to the people. He said that 60 percent of the population in India comprises of youth and a feeling that equality, brotherhood and freedom should settle in is getting embedded in the minds of every citizen in the recent past.
Dharmasthala Dharmadhikari, Dr D Veerendra Heggade, in his address, said that every society has good people and bad, just like light and darkness prevail in the world. He pointed out that there are people who like to lead peaceful and contented life, while there are those who believe in crimes. "As per deeply rooted belief, the Lord provides us protection. In real world, policemen, army etc help us to get protection from evil forces," he stated. He asked the home department to provide residential quarters for policemen and new police station building in Dharmasthala at the earliest. Heggade also felt that people's representatives may get power to do right things if an idol of a deity is installed in Vidhan Soudha.
Police outpost had started functioning in Dharmasthala in 1980. The new station functions from a rented premises owned by gram panchayat. Two police sub-inspectors, two assistant sub-inspectors, ten head constables and 30 personnel have been sanctioned. 20 have been deputed to this station for the present.



First part of budget session ends with passage of key bills

The first part of the budget session of Parliament came to a close last night. Both the Houses were adjourned to meet on 25th of next month. The Rajya Sabha sat till late in the night to complete discussion and General Budget and returned the Appropriation Bill for 2016-17 to Lok Sabha.

The first part of the session turned out to be a very productive. Lok Sabha worked 123 per cent of the scheduled time while productivity of Rajya Sabha was 103 per cent. Both houses deliberated on issues relating to women and most of the female MPs were given time to participate on International Women's Day. There were quality debates on Motion of Thanks on President's Address, Real Estate bill and General and Railway Budgets. Disruptions of proceedings came down substantially during the period.

Ten bills were passed by Parliament during the first part of the session which began on 23rd of last month. Lok Sabha passed nine bills whereas Rajya Sabha approved 11. The important bills which got Parliament's nod included Real Estate Regulation and Development Bill, Aadhar Bill and Election Laws Amendment Bill. Besides, Rajya Sabha took up two Calling Attention Motions and Lok Sabha one.

Parliamentary Affairs Minister Venkaiah Naidu termed the first part of the budget session as most significant and rewarding on several counts. Mr Naidu said Rajya Sabha witnessed rare occasion when the opposition and treasury benches gave credit to each other for introducing and piloting the Real Estate Bill.

By passing the Aadhar and the Real Estate Bill, Parliament has enabled the beginning of a new era of transparent governance in the country.




Funds sanctioned/released to 33 States/UTs for setting up 24 hour Women Helpline

The Government has approved the Scheme for Universalisation of Women Helpline for implementation through States/UTs from 1st April 2015 to provide 24 hour emergency and non-emergency response to women affected by violence both in public and private sphere, including in the family, community, workplace etc. All the States/UTs have been requested to submit the proposals in order to release funds. The funds have been sanctioned/released to 33 States/UTs for setting up Women Helplines. As the scheme is at the nascent stage of operationalisation at the field level, no such data regarding number of calls received on these helplines are available.
The Ministry has conceptualised an idea of women welfare committee in all districts of the country. However, no such proposal has been formulated so far.
This information was given by the Minister of Women and Child Development, Smt Maneka Sanjay Gandhi in reply to a question in the Rajya Sabha today.



Police vacancies to be filled in a phased manner

The State Police which is facing severe shortage of police force will get relief from staff crunch as Home minister G Parameshwara has cited that the government will take up recruitment drive in a phased manner for filling up the 25,000 vacancies in the state. There were 25,000 vacancies mostly that of constables in the police force, and to make way for the shortfall in personnel, we are in the process of recruiting 8,000 police constables. It will be a continuous process, the home minister said.
He said he has placed a proposal before the chief minister to grant Rs 1,000 crore for police housing. We have asked the CM to at least provide surety to take loan from banks,'' he added.
The Home minister refused to buy reports that the probe into the murder of scholar M M Kalburgi has hit a dead end. There are convincing similarities between the murders of rationalists in Maharashtra and Kalaburgi but we are looking for more evidence to establish it in the court of law. The investigation is on,'' he added.
Parameshwara denied that his recent meeting with AICC chairperson Sonia Gandhi had anything to do with Chief Minister Siddaramaiah controversial Hublot watch or the outcome of panchayat poll. We had only discussed about strengthening the party in the state,'' he added.

PM appeals to opposition for co-operation in passage of important bills in Parliament

Prime Minister Narendra Modi has appealed to the entire opposition to extend their support for the passage of important bills in Parliament saying these legislations are in the interest of the people.
He said, Goods and Services Tax Bill, waterways Bill and Consumer Protection Bill are some of the key bills which need opposition support to sail through in Parliament. Replying to a debate in the Lok Sabha on motion of thanks to President's address in joint sitting of Parliament, Mr. Modi said that when Parliament does not function, the nation suffers and MPs suffer more as they cannot discuss issues of public interest.
He said, the nation is anxious because of what has being going on in Parliament in the last few days. Mr. Modi took a dig at Congress by invoking former Prime Minister Rajiv Gandhi's statement disapproving disruptions and said hindering debate in the House is very counter-productive.
The Prime Minister also said that the MPs should follow the advice of the President on the functioning of Parliament. He added the House is a place where debates are to take place, but sanctity of the debates should be maintained.
Mr. Modi also suggested that only women MPs should speak in Parliament on the occasion of International women Day on 8th March. He also stressed the need for focusing on primary education and water conservation.
The Prime Minister observed that NDA government is making efforts to strengthen the MGNREGA by plugging loopholes as it has failed to address the poverty alleviation. The Prime Minister also rejected the Congress allegation of not implementing the Food Security Act in Gujarat.
He said that the State Government has already implemented it. He however, reminded the main opposition, the Congress, that four states ruled by it are yet to implement the Food Security Act. He also sought the opposition support in making the bureaucracy accountable to the people.
Later, the House adopted the Motion of Thanks to the President for his address to Parliament after negating amendments moved by opposition.

Home Ministry gets Rs 77,383.12 cr, a 13% hike

The Union Home ministry will get Rs 77,383.12 crore in the next fiscal, an increase of 13%, with majority of the allocation going to the paramilitary forces involved in fighting insurgents in Jammu and Kashmir as well as north-east and Maoists.

The previous Budget had allocated a total of Rs 68,444.1 crore for the Union Home ministry.
In his Budget presented in Parliament on Feb, 29, Finance Minister Arun Jaitley also allocated almost the same amount for modernisation of police as in the previous Budget.
According to the Budget documents, Rs 70184.58 crore has been allocated for the paramilitary forces and other police related expenditure, which is up from Rs 62124.52 crore allocated last year. Paramilitary forces alone gets Rs 50,176.45 crore.
The Central Reserve Police Force, which is in the forefront of anti-Maoist operations and anti-militant operations in Jammu and Kashmir, has been allocated the highest Rs 16,228.18 crore.
The next in order is the Border Security Force, which is guarding the international border with Pakistan and Bangladesh, with Rs 14,652.90 crore.
The Central Industrial Security Force, tasked with security of country’s airports, nuclear installation and key government buildings, has been allocated Rs 6,067.13 crore. The Indo-Tibetan Border Police, guarding the Sino-Indian border, has got Rs 4,231.04 crore and Assam Rifles, deployed in Indo-Myanmar border and dealing with insurgents in the Northeast, will get Rs 4,363.88 crore.
Another Rs 2,490 crore has been allocated for erection of barbed wire fencing, construction of roads and induction of hi-tech surveillance on Indo-Bangladesh and Indo-Pak borders.
Under the special industry initiative for Jammu and Kashmir, Jaitley has earmarked Rs 70 crore, up from Rs 45 crore. The disaster management apparatus will get Rs 1,579.75 crore.
The Crime and Criminal Tracking Network System will get Rs 250 crore while the allocation for modernisation of police forces scheme will get Rs 1,753.90 crore.
The Intelligence Bureau will get Rs 1,410.45 crore while Special Protection Group, which guards Prime Minister Narendra Modi and former prime ministers, Congress leaders Sonia Gandhi and Rahul will get Rs 359.55 crore.
Another Rs 2,119.88 crore has been kept in the Budget for “providing support for research activities” in the Home ministry.

     There is no hike in passenger fare in this year’s Railway Budget. Presenting the Railway Budget 2016-17 in the Parliament today Railway Minister Shri Suresh Prabhakar Prabhu said the budget seeks to fulfil the long-felt desires of the common man such as reserved accommodation on trains available on demand, time tabled freight trains, high end technology to improve safety record, elimination of all unmanned level crossings, improved punctuality, higher average speed of freight trains, semi high speed trains running along the golden quadrilateral, zero direct discharge of human waste by the year 2020. He said Cabinet approval has been received for re-development of stations under PPP mode.
Shri Suresh Prabhu said the Indian Railways budget proposes to overcome challenges by Reorganizing Restructuring and Rejuvenating Indian Railways with the Slogan “Chalo, Milkar Kuch Naya Karen’”. The strategy for this will have three pillars i.e. Nav Arjan – New revenues, Nav Manak – New norms, and Nav Sanrachna – New Structures.
In order to make travel on Indian Railways more comfortable, the Indian Railways proposes to give more facilities to the passengers . 65,000 additional berths will be provided in the trains and 2500 water vending machines will be installed . The railways have developed world’s first Bio-Vaccum toilet and 17,000 Bio-toilets will be provided in the trains. With the purpose of improving punctuality of trains operations audit from Ghaziabad to Mughalsarai section will be introduced. The Indian Railways proposes to introduce 1,780 Automatic Ticket Vending Machines all over the country with mobile apps and GoIndia smartcard for cashless purchase of UTS and PRS tickets. The capacity of e-ticketing system will be enhanced from 2,000 tickets per minute to 7,200 tickets per minute to support 1,20,000 concurrent users as against 40,000 earlier. 400 more stations will be provided with Wi Fi facilities.
As a part of social initiatives, online booking of wheelchairs and Braille enabled new coaches will be introduced for the Divyang. Increased quota of lower berths for senior citizens and women and reserving middle bays for women in reserved coaches has been proposed. Passengers security will be enhanced through more helplines and CCTVs.
To reduce accidents at level crossings, the budget proposes to eliminate 1000 unmanned level crossings and closures of 350 manned level crossings. 820 Rail Over Bridges (ROB)/ Rail Under Bridges (RUB) will be completed during the current financial year and work is going on in additional 1350 of them.
Referring to the progress of Dedicated Freight Corridor Project the Railway Minister said that almost all contracts for civil engineering works will be awarded by the end of this financial year. He said Rs.24,000 crore worth contracts were awarded since November 2014 as against Rs. 13,000 crore contracts awarded during the last six years. Shri Prabhu said Railways proposes to take up North-South, East-West and East Coast freight corridors through innovative financing including PPP.
Underlining the importance of Jammu and Kashmir and North East the Minister said work on Katra-Banihal section of Udhampur-Srinagar-Baramulla Rail Link Project is progressing satisfactorily and 35 kms of tunnelling out of total of 95 kms has been completed. He said decongestion work on Jalandhar - Jammu section is in full swing and doubling of two bridges will be over by next month, while the other two bridges will be completed by 2016-17. In North East , Mizoram and Manipur will shortly come on BG map of the country with commissioning of the Kathakal-Bhairabi and Arunachal-Jiribam Gauge conversion projects.
Giving the progress card of port connectivity projects the Minister informed that Tuna Port connectivity project has been commissioned and rail connectivity projects to ports of Jaigarh, Dighi, Rewas and Paradip are under implementation. He said implementation of rail connectivity for the ports of Nargol and Hazira will be taken up under PPP in 2016-17.
Referring to the financial performance the Minister said during 2015-16 a saving of Rs.8720 crore could be achieved neutralizing the most of the revenue shortfall with operating ratio of 90%. He said the budget proposes operating ratio of 92%, restricting growth of ordinary working expenses by 11.6% after building in immediate impact of 7th PC, reduction in diesel and electricity consumption and Revenue generation of Rs. 1,84,820 crore for 2016-17. He said during 2015-16 investment would be close to double of average of previous five years.
Shri Suresh Prabhu said Railways would be able to achieve annualized savings of Rs.3000 crore in the energy sector during the next financial year itself, a year earlier than announced. He said this could be achieved by procuring power directly at competitive rates.
The Railway Minister said social media will be used as a tool to bring in transparency. All procurement including procurement of works will be moved to e-platform. He said the trial of awarding tender electronically was successful and it will be rolled out on Pan India basis in 2016-17.
Giving an outline of the way ahead, the Minister informed Parliament that his Ministry proposes to take various measures to improve quality of travel which will include introduction of unreserved superfast Antyodaya Express Trains, introduction of Tezas train with the speed of 130 Km. and above with onboard entertainment and Wi Fi etc., unreserved Deen Dayalu coaches with portable water and higher number of mobile charging points and introduction of AC and non AC double decker trains on busy routes with the potential to increase carrying capacity by almost 40%. Sale of tickets through hand held terminals; e- ticketing facility to foreign debit/credit cards; bar coded tickets, expansion of Vikalp – train on demand to provide choice of accommodation in specific trains to wait-listed passengers. E-booking of tickets facility on the concessional passes available to journalists; facility of cancellation through the 139 helpline post verification using ‘One Time Password’ sent on registered phone number, CCTV cameras on tatkal windows and periodic audit of PRS website will also be introduced.
Shri Suresh Prabhu said it is proposed to convert all operational halts into commercial halts for the benefit of common man. The Minister said Sarathi Seva in Konkan Railway will be expanding to help the old and disabled passenger. The existing services for enabling passengers to book battery operated cars, porter services, etc. on a paid basis in addition to the existing pick up and drop, and wheel chair services will be strengthened. All stations under redevelopment will be accessible for Divyang. There will be at least one Divyang friendly toilet at each platform in A1 class stations during the next financial year and availability of wheelchairs in sufficient numbers at these stations will be ensured. Children’s menu items, baby foods, hot milk and hot water would be made available under Janani Sewa.
SMART (Specially Modified Aesthetic Refreshing Travel) Coaches will be introduced to ensure higher carrying capacity and provision of new amenities including automatic doors, bar-code readers, bio-vacuum toilets, water-level indicators, accessible dustbins, ergonomic seating, improved aesthetics, vending machines, entertainment screens, LED lit boards for advertising, PA system. It is also proposed to integrate all facilities into two mobile apps dealing with ticketing issues and for receipt and redressal of complaints and suggestions. With a view to improve customer interface information boards in trains enumerating the on-board services and GPS based digital displays will be installed inside coaches to provide real time information regarding upcoming halts. Work is underway for the installation of a high-tech centralized network of 20,000 screens across 2000 stations for enabling real time flow of information to passengers and also to unlock huge advertising potential. All A1 class stations will be manned with duly empowered Station Directors supported by cross functional teams, to make one person accountable for all facilities on trains.
Shri Suresh Prabhu said it is proposed to take up on priority the provision of passenger amenities and beautification on stations at pilgrimage centres including Ajmer, Amritsar, Bihar Sharif, Chengannur, Dwarka, Gaya, Haridwar, Mathura, Nagapattinam, Nanded, Nasik, Pali, Parasnath, Puri, Tirupati, Vailankanni, Varanasi and Vasco. Aastha circuit trains will be introduced to connect important pilgrim centres.
He said optional travel insurance for rail journeys at the time of booking and clean my coach through sms will also be introduced in due course. High speed passenger corridor from Ahmedabad to Mumbai will be developed with the financial assistance from Government of Japan. FM Radio Stations will be invited to provide train borne entertainment, Rail Bandhu Mazagine will be provided in all reserved coaches in all regional languages.
Referring to the financial performance of 2015-16 the Railway Minister said Stringent economy and austerity measures adopted to contain the Ordinary Working Expenses (O.W.E.) due to which budgeted OWE of Rs 1,19,410 crore decreased in the Revised Estimates 2015-16 to Rs. 1,10,690 crore i.e. by Rs 8,720 crore. BE provided for an appropriation of Rs. 34,900 crore to the Pension Fund. However, based on trend, the pension outgo moderately decreased to Rs. 34,500 crore in RE. Internal resource generation diminished and appropriation to DRF moderated to Rs. 5,500 crore in RE from the BE 2015-16 provisioning of Rs. 7,900 crore. Excess of receipts over expenditure in RE 2015-16 stands at Rs. 11,402.40 crore. Plan size for 2015-16 is currently estimated at 1,00,000 crore i.e. the BE level.
Regarding Budget Estimates 2016-17 the Minister informed that the Gross Traffic Receipts are kept at Rs 1,84,820 crore . Passenger earnings growth has been pegged at 12.4 % and earnings target budgeted at Rs. 51,012 crore. The freight traffic is pegged at incremental traffic of 50 million tonnes, anticipating a healthier growth in the core sector of economy. Goods earnings is accordingly proposed at Rs. 1, 17,933 crore. Other coaching and sundries projected at Rs. 6,185 crore and Rs. 9,590.3 crore respectively. OWE provides for the implementation of the 7th CPC.Pension outgo budgeted at Rs 45,500 crore in 2016-17. Higher staff cost and pension liability impacts the internal resource position of the Railways. Accordingly, appropriation to DRF from revenue placed at Rs 3,200 crore and that from Production Units at Rs 200 crore. A withdrawal of Rs 3,160 crore from DRF on net basis proposed though the gross expenditure to be met from DRF in the Annual Plan estimated at Rs 7,160 crore. Rs 5,750 crore proposed to be appropriated to the Capital fund. With a draw-down of Rs 1,250 crore from previous balances in the fund, plan requirement of Rs 7,000 crore for repayment of principal component of lease charges to IRFC have been met. Railways are preparing a Plan size of Rs. 1,21,000 crore in 2016-17, the Minister added.
